COMMUNITY DISTRICTS (CDs) were established by NYC Charter in 1969 for the delivery of
services to individual communities. Vital statistics are reported by CD. While CDs may have several
communities within them, their boundaries don’t change frequently like legislative districts or school
districts and each CD has a Board and District Manager who help solve local problems and plan for the
future of the area. The chart beginning on page 14 provides a comparison of statistics for the 11
Brooklyn CDs. [10 & 11]
Brooklyn CD 3 includes Bedford-Stuyvesant, Stuyvesant Heights and Ocean Hill and has a
population of 143,867 which is 6% of Brooklyn’s population. CD3 is 77% Black, 18% Hispanic and
1% White, and is bound to the north by Flushing Avenue, to the east by Broadway and Saratoga
Avenue, to the south by Atlantic Avenue and to the west by Classon Avenue. CD3 has portions of zip
codes 11206 (also CDs 1&4), 11216 (also CD8), 11221 (also CD4), 11233 (also CD16) and 11238
(also CDs 2&8), and a tiny portion of 11213 (CDs 8

In 2004, a total of 64,596 persons received some kind of income support in CD3 which is 44.9% of the
population ranking 13th of the 59 CDs in NYC where the average was 30.8% and for Brooklyn 36.1%
(890,278).  The teen birth rate was 13.0 per 1,000 live births (down from 13.6 in 2003), which was 8th
in NYC.  The average NYC rate was 7.0 and for Brooklyn, 7.2.  The infant mortality rate 1,000 was
5.8 (down from 9.0) tied for 25th in NYC with an average rate of 6.1 compared with 6.6 for Brooklyn.

Brooklyn CD 8 includes North Crown Heights/Weeksville/Prospect Heights and has a population
of 96,076 which is 4% of Brooklyn’s population according to the 2000 Census. Seventy-eight per cent
of CD8 is Black, 10% is Hispanic, 7% White and 4% Asian and other races. CD8 is bound to the north
by Atlantic Avenue, to the east by Ralph Avenue, to the south by Eastern Parkway and to the west by
Flatbush Avenue. CD8 has portions of zip codes 11213, 11216 (also CD8), 11238 (also CDs 2&8) and
tiny portions of 11217 (also CDs 2&6) and 11212 (CD16). The Chairperson of CD8 is Robert

(890,278). In 2003, the teen birth rate was 9.1 per 1,000 live births (down from 10.1 in 2003), which
was 21st in NYC.  The average NYC rate was 7.0 and for Brooklyn, 7.2.  The infant mortality rate per
1,000 was 8.8 (down from 11.7) ranking 10th in NYC with an average rate of 6.1 compared with 6.6 for

Brooklyn CD16
includes Brownsville and Ocean Hill and scores high and very high on most
indices of poverty and disease. CD 16 is bound on the north by Broadway, on the east by Van
Sinderen Avenue, on the south by the Long Island Railroad and on the west by East 98th Street, East
New York, Ralph, Atlantic, and Saratoga Avenues. CD16 comprises the vast majority of zip code
11212 and approximately half of 11233. According to the 2000 Census, CD16 has 85,343 people
