considered Bed-Stuy, (Brooklyn Community District {CD} 3) only a portion of these zip codes and
none of 11212 are included within the boundaries of CD3. CD3 does include small portions of both
11205 predominantly Fort Greene (CD2) and 11206 predominantly Williamsburg-Bushwick (CDs 1
and 4), and half of 11221 (Bed-Stuy (CD3) and Bushwick (CD4)). [1 Tables 3.8.1 3.8.11 & 12]
With 317,296 individuals, Central Brooklyn has 12.9% of Brooklyns population, but 25.2%
(5,599) of the people living with HIV/AIDS (PLWHA) - the largest percentage of all UHF
neighborhoods in Brooklyn. This is 6.8% of the entire NYC population of PLWHA and the 8th
highest case rate in NYC at 1,760.5 per 100,000. NYCs rate is 1040 and Brooklyns 900.0 [1]
DEATH RATE Brooklyn had 31% of NYCs population according to the 2000 Census and 2004
update, and 26.5% of NYCs PLWHA, second to Manhattan with 33.6%. Yet Brooklyn had the highest
percentage of deaths which at the end of 2004 was 31.1% of the AIDS deaths in NYC. The next highest
percentage was in the Bronx with 28.2% of deaths and 23.5% of the PLWHA. Manhattan had 27.8% of
the deaths. Brooklyn with an average rate of 27.8 per 1,000 PLWHA was second to the Bronx with a
rate of 28.8 and the average NYC rate was 22.6. Central Brooklyns rate with 182 deaths in 2004, was
31.5 ranking 5th of the 42 UHF neighborhoods. [1 Table 3.1, 3.8.3 & 4.2]
HIV DIAGNOSIS CONCURRENT WITH AN AIDS DIAGNOSIS Of the 3,653 NYC HIV
diagnoses in 2004, 1,038 - 28.4% were the same as an AIDS diagnosis or became an AIDS diagnosis
within the next 30 days. This means that the individual learned they were HIV seropositive when they
were already very sick and unable to get the full benefit of medications that have prolonged the lives of
thousands. It is estimated that 25% of HIV seropositive individuals are not aware of their status. [1]
With 28.5% (990), Brooklyn had the largest number of these individuals and the second highest
percentage 31.2% (309) when compared with those who were HIV seropositive alone. Central
Brooklyn had 64.9% (183 people) with an HIV diagnosis only and 35.1% (99) with an HIV diagnosis
concurrent with an AIDS diagnosis compared to NYCs average of 71.6% (2,615) HIV to 28.4%
(1,038) HIV concurrent with AIDS. [1 Tables 3.1, 3.5.3, 3.5.4 & 3.8.3]
Women: Forty percent (40.4% - 2,261) of the PLWHA in Central Brooklyn through the end of 2004
were women. Of PLWA diagnosed in 2004 alone, 34.6% (109) were women and of HIV diagnoses in
2004 alone, it was 39.7% (112). The average percentage of female PLWHA for NYC was 30.4%
(28,683) and for Brooklyn was 37.8% (8,756). For NYC AIDS diagnoses in 2004 alone, it was 31.6%
(1,368) and for Brooklyn 35.6% (404), and of HIV diagnoses in women in 2004 alone, the average for
NYC was 31.5% (1,151) and for Brooklyn 37.5% (371). [1 Tables 3.1 & 3.5.3 & .3 & 3.8.3]
Race: The vast majority of PLWHA in Central Brooklyn at the end of 2004, 82.9% (4,642), were
Black and of PLWA diagnoses in 2004 alone 81.3% (10) were Black. Of HIV diagnoses in 2004 alone,
88.7% (250) were Black. The percentage of Hispanic PLWHA at the end of 2004 was 11.9% (666)
with 12.7% (40) of the PLWA cases in 2004 alone, and 7.4% (21) of the HIV cases in 2004. White
PLWHA in Central Brooklyn made up 4.4% (244), 5.7% (18) of the PLWA in 2004 and less than six
